How It Works
Most public contracts are hard bid contracts. A project owner selects an architect, who designs the project. Then a public bid advertisement draws interested contractors, who submit bids based on the architect’s plans. Typically, the lowest bid wins the project. Contractor efficiency becomes very important in this method.
